b) Authorize the Chairman to sign the Resolution and the Certification of the revised LHAP.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The 2023-2026 LHAP is being technically revised to ensure consistency with recently approved technical revisions to the 2020-2023 LHAP, as follows:
* Overall formatting - strategies have been reordered to make more logical sense and easier reference;
* Text changes for consistency throughout;
* Page 5. Q. - updated the duties and added admin for Sub-recipients at 10%;
* Home ownership strategies under "Additional information" - updated the bullet about the lifetime combined maximum benefit where applicable to include all relevant strategies;
* Purchase Assistance and Owner-Occupied Rehab strategies - income categories updated to allow for 4% of allocation for moderate income households as opposed to limiting to 2 per strategy;
* Added Sub-recipient Selection criteria to several strategies;
* Single Family Construction - Changed the developer terms and transfer of mortgage from developer to homeowner;
* Demolition/Reconstruction - Increased maximum award to $150,000;
* Indicate where appropriate that awards exceeding $150,000 require BCC approval (County policy); and
* Exhibit C updated to reflect increase to Demo/Reconstruction from $125,000 to $150,000 and max purchase price per US Treasury.

The Affordable Housing Advisory Committee (AHAC) approved the proposed revisions at its February 28, 2024 meeting. Florida Housing Finance Corporation (FHFC) approved the revisions on March 25, 2024.
