Recommended Action:
a) Approve the Sole Source File #25-265, Rotonda Water Reclamation Facility 2nd Set Membrane Replacement, and award to Veolia (ZENON Environmental Corporation) of Trevose, Pennsylvania, for the total cost of $966,360; and
b) Authorize the Chairman to execute the agreement.

No action needed. Budgeted in the Utility Capital Maintenance Plan, as approved in the FY25 budget process. Funding comes from the Utility Renewal and Replacement Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The purpose of this purchase is to secure a firm price for the 2nd set wastewater membrane replacement and LEAPmbr aeration upgrade at the Rotonda Water Reclamation Facility. The ZE500D 340ft2 modules currently in operation are now a retired product and are no longer manufactured. With this upgrade, Veolia will provide the latest ZE500D RX12 430ft2 module and ZE500D 52M LEAPmbr cassettes.
Due to the age and condition of the existing membrane modules, they need to be replaced. They have been in service since 2008. The upgrades completed on these membrane modules will have the following benefits to our system: could increase the capacity of each treatment train, require less energy to run a treatment train, and offer a new replacement 10-year membrane warranty. This product needs to be purchased from the original vendor making this a Sole Source purchase.
Therefore, it is in the County's best interest to approve the Sole Source File #25-265, Rotonda Water Reclamation Facility 2nd Set Membrane Replacement, and award to Veolia (ZENON Environmental Corporation) of Trevose, Pennsylvania, for the total cost of $966,360 and authorize the Chairman to execute the agreement.
