BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

body

Background:

On June 27, 2023, the Board approved the Ranking of Request for Proposal #23-393, Design Cape Haze Water Quality Improvement Project, allowing the start of negotiations and authorizing the Chairman to sign the contract after completion of negotiations.

On October 24, 2023, the contract was formally executed (signed) by Giffels-Webster Engineering, Inc. (GWE).

On July 26, 2024, during a Board Workshop, Giffels-Webster presented the Preliminary Engineering Report for this project and there was discussion regarding the cancelation. The decision was made to not proceed with the Cape Haze MSBU due to the timing of the Public Works paving program, which needs to be completed by 2026. If CCU was to wait until after the paving was complete, there is a risk of damaging the newly paved roads.
