REQUESTED MOTION/ACTION

Recommended Action:
a) Approve the ranking of firms for Request for Proposal #25-214, Construction Manager at Risk - Burnt Store Water Reclamation Facility: 1st: Jon F. Swift, Inc., of Sarasota, Florida, and 2nd Archer Wester Construction, LLC, of Tampa, Florida; and
b) Approve start of negotiations; and
c) Authorize the Chairman to sign the contracts after completion of negotiations.

Budgeted Action:
No action needed. Budgeted in the Capital Improvement Project “Burnt Store WRF Expansion” as approved in the FY25 budget process. Funding is supplied from the Utility Wastewater Connection Fee Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Charlotte County is seeking proposals from qualified firms to provide professional Construction Manager at Risk services as part of a design and construction team for the Burnt Store Water Reclamation Facility, which includes various design and engineering consultants, stakeholders, and County staff.
Two (2) proposals were received and evaluated by the Professional Committee consisting of Joanne Vernon, County Engineer - Public Works, Travis Perdue, Director - Facilities, and Jeremy Frost, Operations Manager - Utilities. A copy of the proposals are attached, along with the breakdown of ranking.
