The purpose of this article is to protect the health, safety, and welfare of residents of Charlotte County in the event of a hazardous substance discharge by providing for the recovery of costs incurred in the response and recovery efforts related to hazardous materials incidents by Charlotte County Public Safety, Fire/EMS Department. The County has the authority to adopt this article pursuant to the provisions of Chapter 125 and 252, Florida Statutes.
