Background:

In July 2023, Charlotte County was notified of potential eligibility for Urban Qualification for Community Development Block Grant (CDBG) funds, the first step in reaching entitlement status. The BCC opted to defer potential qualification until 2024. In preparation for the qualification process, staff have consulted with HUD and met with Administration to determine next steps. They are:
* Notification to HUD of the County’s intent to seek Urban Qualification for CDBG;
* Notification to the City of Punta Gorda of the County’s intent to seek Urban Qualification and invitation to participate;
* Request for Proposal to hire a Consultant with experience in CDBG and the Urban Qualification process; and
* Acknowledgement of the timeline for additional deliverables.
Provided with the item are:
* Presentation giving overview of the process, deliverables requiring action at this time, and schedule of deliverables to complete the process and other considerations;
* Letter to HUD; and
* Letter to the City of Punta Gorda.
Recommended action:
* Approve the letter to HUD and authorize the Chairman to sign; and
