According to the May 14, 2024 opinion memo from the Department of Revenue, the Board of County Commissioners is supposed to appoint two of its members to sit on the Value Adjustment Board (VAB), and to elect one of those commissioners to sit as the Chair of the VAB. Past practice has apparently been for the VAB itself to elect its chairperson at its first organizational meeting.
