Approve Utility Rate Resolution to adopt new water, sewer, and reclaim rates as increased by the FPSC index for 2024.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
CCU Annual Rate Increase based upon the FPSC index (3.24%). The indexing of the CCU rates provides stability of the utility in an environment where project costs continue to increase.
The CCU Rate increase of Water, Sewer, and Reclaim rates will go into effect October 1st, 2024.
CCU will send a 30 day notification of the rate change to all customers on their August and September invoices.
