REQUESTED MOTION/ACTION
recommendation
Recommended Action:
a) Approve the sole proposer for Request for Proposal #24-363, Administration of Housing of Urban Development Entitlement Grants: 1st Civitas, LLC of Mount Pleasant, South Carolina; and
b) Approve start of negotiations; and
c) Authorize the Chairman to sign the contract after completion of negotiations.
This is for the consulting, planning, and preparation services associated with preparing all required US Department of Housing and Urban Development products.

Budgeted Action:
No action needed. Budget for this item comes from savings in account lines budgeted in the Human Services Fund budget as approved in the FY24 budget process. Funding for the expenditure comes from the General Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Charlotte County Human Services Department is in need of a qualified firm to provide consulting, planning, and preparation services associated with preparing all required US Department of Housing and Urban Development products. Charlotte County is pursuing Entitlement Status and will receive an annual allocation of Community Development Block Grant funding and may qualify for other Community Planning and Development program funding during the term of this agreement.
One proposal was received and evaluated by the Professional Services Committee consisting of Colleen Turner, Manager, Human Services; James Gentile, Grants & Contracts Manager, Budget & Administrative Services; and Ben Bailey, Director, Community Development. A copy of the proposal is attached along with a breakdown of the ranking.
