BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The Babcock Ranch Community Independent Special District Act allows the Board of County Commissioners to appoint a liaison to the ISD board. Ch. 2007-306 § 5(1), Laws of Florida specifically states that Charlotte and Lee Counties, acting through their respective boards of county commissioners, are each entitled, but under no obligation, to appoint one person to act as a representative for the appointing county. The liaison shall not be a member of the district governing board and shall not be entitled to vote.
Ray Sandrock as Budget Director, and then Linda Carr, last served as the county’s representatives.
