BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Goodwill Industries (GWI) has requested $203,432 in SHIP funding in support of the renovations and repairs at Harbor Place located at 20109 Helms Way, Port Charlotte. The property (14 units reserved for persons with disabilities and household incomes at or below 50% AMI), will receive “capital improvements to upgrade the property and enhance resident living, reduce energy costs for both residents and the project, improve safety and security for residents, and reduce long-term operating costs.”
Funds are to be awarded via the Non-Profit/Special Needs/Low-Income (NPSNLI) Rental strategy. Per the current Local Housing Assistance Plan (LHAP), SHIP loans exceeding $150,000 require BCC approval.
All loan documents (Mortgage, Note, and LURA) shall be prepared by the County Attorney’s Office and executed by the County Administrator or his designee pursuant to Resolution 2023-096.
