BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Florida Housing Finance Corporation (FHFC) requires certification by the BCC of SHIP Annual Reports (AR) of expenditures and encumbrances within 90 days of the expenditure deadline. The SHIP FY20 and FY21 Close-out ARs were certified by the BCC on March 12, 2024. In preparing the FY22 Close-out AR, errors were detected in the two previous reports related to subrecipient expenditures. FHFC has returned the FY20 and FY21 ARs for correction. Expenditures have been reconciled with Budget and Administrative Services - Fiscal and the Subrecipient and resubmitted to FHFC, who requires certification of the corrected ARs. Approval and certification of the SHIP FY22 AR (item L3) is contingent upon approval and certification of the corrected FY20 and FY21 ARs.
