BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

body

Background:

In 2016, the State of Florida authorized the PEMT Certified Public Expenditure (CPE) program to provide supplemental payments to public emergency medical transportation providers for Medicaid fee for service patients transported to hospitals. The PEMT CPE program helps close the gap between actual costs incurred and revenue received for each emergency medical transport. Charlotte County has received $764,039.32 from the PEMT CPE program to date.

In 2019, Florida’s Legislature authorized the expansion of the PEMT program to include patients in Medicaid managed care organizations. In order to leverage the 61.47% Federal share, qualifying government owned ambulance providers are to provide the 38.53% States share through Intergovernmental Transfers (IGTs) to AHCA. The revenue from this program will be received through various Medicaid MCOs for their covered patients who are transported to a hospital.  With participation in the MCO program, Charlotte County has received 1.1 million dollars to date.
