Background:
body
A private developer has a proposed a development “West Port East” located between US41 and S.R. 776 with a total of 177 single family units in Phase I as well as commercial property on Flamingo adjacent to US41 in Mid-County. The proposed community will be completed in phases.
The West Port East project was submitted for plans review in October 2023. During the review and at multiple subsequent meetings, there was discussion about potable water main sizing throughout the development based on compliance with the 2023 Master Water Plan and standard modeling requirements. There was also discussion to install 2-inch water, 6-inch fire, and 6-inch sewer services for a commercial parcel on Flamingo Blvd and US 41 to avoid road restoration costs in the future.
CCU listed 2 options in the attached White Paper. After evaluation of both options, the decision was reached to select option #2 at a CCU cost of $477,742.00. It is in CCU’s best interest to install the necessary infrastructure now and only pay the difference in pipe sizes. This option prevents CCU from duplicating the infrastructure at CCU expense and paying additional costs of mobilization/demobilization, roadway crossings, driveway crossings, detours, corridor interferences and restoration again.
The Engineer’s Opinion Probable of Cost (EOPC) estimates that CCU’s cost share for the proposed upsizing improvements is $477,742.00.
CCU is requesting the BCC provide direction as to the proposed upsizing of infrastructure as presented.
If Board approves moving forward, the department will work with legal to draft the cost share agreement which will be presented to the BCC at a future Board meeting.
