Recommended Action:
a) Approve the Sole Source File #25-002, Rotonda Water Reclamation Facility Membrane Replacement, and award to Veolia (ZENON Environmental Corporation) of Trevose, Pennsylvania, for the total cost of $984,000; and
b) Authorize the Chairman to execute the agreement.

No action needed. Budgeted in the Utility Capital Maintenance Plan, as approved in the FY24 and FY25 budget process. Funding comes from the Utility Renewal and Replacement Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The purpose of this purchase is to secure a firm price for the wastewater membrane replacement and LEAPmbr aeration upgrade at the Rotonda Water Reclamation Facility. The ZE500D 340ft? modules currently in operation are now a retired product and are no longer manufactured. With this upgrade, Veolia will provide the latest ZE500D RX12 430ft? module and ZE500D 52M LEAPmbr cassettes.
Due to the age and condition of the existing membrane modules, they need to be replaced. They have been in service since 2008 and are now one of the oldest in operation throughout the country. The upgrades completed on these membrane modules will have the following benefits to our system: could increase the capacity of each treatment train, require less energy to run a treatment train, and have lower dissolved oxygen requirements which will improve nutrient removal. There is a full 2-year replacement membrane warranty. This product needs to be purchased from the original vendor making this a Sole Source purchase.
