BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

body

Background:

Public Works staff was approached by the Deep Creek Section 23 Property Owners Association (POA) to research the feasibility of taking over the maintenance of drainage infrastructure on the Deep Creek Section 23 and Golf Course properties in 2021. Public Works staff have identified and met with Stakeholders and developed a Memorandum of Understanding between affected parties. The MOU was brought before the BCC for approval consideration in May 2024. Since then, a stakeholder has transferred ownership from Robert M McQueen Trustee to Charlotte Conservation, LLC.

With the action taken in May 2024, seven (7) new FTE and associated equipment were approved by the Board of County Commissioners (BCC) and will be required to conduct associated maintenance activities on the drainage infrastructure. This equipment will be funded through MSBU vehicle equipment rates as they are utilized in any MSBU. Maintenance activities would be funded via the Mid-Charlotte Stormwater MSBU and Deep Creek Street & Drainage MSBU. The FTE and equipment will be purchased and onboarded in a phased approach.
