BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

body

Background:

Utilities has requested Change Order #1 to Request for Bid #25-160, Burnt Store Reverse Osmosis Plant Wellfield Improvements, in the amount of $53,725 for additional repairs required on Wells 11 and 12. The original bid was developed using known conditions and historical data available at the time of design. However, internal well conditions, including salt intrusion and mechanical deficiencies within the submersible pump assemblies, cannot be fully evaluated until the wells are accessed during construction. During construction, CCU directed the Contractor to temporarily suspend work on Wells 11 and 12 and prioritize repairs to other wells to maintain adequate water availability and ensure continuous operation. The required repairs at Wells 11 and 12 were unforeseen and could not have been reasonably included in the original contract scope. The salt kill well and replacement of the entire submersible pump assembly repairs are necessary to restore the wells to reliable service, protect water quality, and ensure continued operation of the wellfield.

An additional 365 calendar days will be added to the contract completion time. The revised contract completion date is July 31, 2026.

Original Contract Amount: $219,292.50

Change Order #1 Amount: $ 53,725.00

Revised Contract Amount: $273,017.50

Therefore, it has been determined to be in the best interest of the County to approve award of Change Order #1 for Request for Bid #25-160, Burnt Store Reverse Osmosis Plant Wellfield Improvements, to A.C. Shultes of Florida, Inc. of Gibsonton, Florida in the amount of $53,725.
