Recommended Action:

a) Approve the ranking of firms for Request for Proposal #26-257, Water Quality Trend Assessment and Dashboard Tool Development: 1st ECCO Scientific, LLC of Gainesville, Florida; 2nd IVA Environmental Services of Port Charlotte, Florida; and 3rd Geosyntec Consultants, Inc. of Boca Raton, Florida; and

b) Approve start of negotiations; and

c) Authorize the Chairman to sign the Contract after completion of negotiations, if contract does not exceed the amount of $59,117.

Budgeted Action:

No action needed. Grant funding in the amount of $31,697 is included in the FY26 budget for Coastal Heartland and National Estuary Program (CHNEP). Grant funding will be provided by the Environmental Protection Agency (EPA). There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

This proposal is for a water quality trend assessment and dashboard tool development. This project would involve data mining and cleaning to create a complete period of record water quality dataset suitable for both traditional and novel trend analysis methods using long-term water quality data available through the state assessment database FDEP WIN (Watershed Information Network) and its predecessor STORET. It would also involve conducting a trend analysis for individual stations, strata, and parameters to be shared via user-friendly maps and graphs using an open science data visualization tool. Code used to run these programs and analyses would be publicly available, to be able to be conducted on an annual basis when new data is made available by sampling agencies.

 

Ten proposals were received and evaluated by the Professional Services Committee consisting of Jennifer Hecker, Executive Director - Coastal and Heartland National Estuary Partnership; Elizabeth Eastes, Environmental Specialist - Community Services; and Mollie Holland, Environmental and Community Resiliency Coordinator - Administration.  A copy of the top three proposals is attached, along with a breakdown of the ranking.
