Recommended Action:
a) Approve the following grant agreements from the Federal Emergency Management Agency through Florida Division of Emergency Management
• South County Recreation Center Generator in the amount of $232,931.20
• West County Annex Generator in the amount of $93,613.20
• Public Works San Casa Yard Generator in the amount of $66,781.60; and
b) Approve Resolution for budget adjustment BA26-248 in the amount of $515,861; and
c) Approve amending Capital Improvement Project “Permanent Generators (HMGP-4673)” to advance $490,128 to FY26; and
d) Authorize Chairman to sign Resolution, grant agreement, and grant related documents.

Budgeted Action:
Approve budget adjustment BA26-248 in the amount of $515,861 for generators and Sub-Recipient Management Costs and amendment of Capital Improvement Project “Permanent Generators (HMGP-4673)” in the amount of $490,128.00 to accelerate funding for approved generators. Funding for this expenditure will come from County reserves and will be reimbursed by Florida Division of Emergency Management in the amount of $367,594.50. Sub-Recipient Management Cost in the amount of $25,731.50 are 100% reimbursable. The local share of $122,531.50 is anticipated to be reimbursed by Florida Commerce Hazard Mitigation Grant Management Program.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Charlotte County maintains several critical public facilities that support emergency response, disaster recovery, infrastructure restoration, and continuity of essential government and community services before, during, and after disaster events. These facilities function as mass care and sheltering sites, Disaster Recovery Centers, Mobile Registration Intake Centers, community information hubs, cooling and charging stations, emergency operations staging areas, and support centers for critical public services. Certain locations also house essential governmental and community service functions, including elections operations, courts services, tax collection, property appraisal, healthcare, social services, and public works operations. Public works and response facilities additionally serve as primary staging locations for debris removal, infrastructure restoration, search and rescue operations, and deployment of emergency personnel and equipment throughout the County. Permanent generator installations are essential to ensure these facilities remain operational during power outages and disaster events, allowing for continuity of critical services, rapid post-storm response, and timely recovery operations for the residents of Charlotte County.
