REQUESTED MOTION/ACTION

Recommended Action:

a) Approve the award of Request for Proposal #26-323, Emergency Debris Removal - Annual Contract to the firms in descending order as follows: AshBritt, Inc, of Deerfield Beach, Florida, DRC Emergency Services, LLC, of Metairie, Louisiana, and Ceres Environmental Services, Inc., of Sarasota, Florida; to establish pre-qualified Contractors to assist Charlotte County in the management and removal of debris resulting from a catastrophic event or to assist the County with special needs and events for other than full-scale disasters. The initial term is through and including December 31, 2028, with three (3) one-year renewal terms options with CPI Index increase at renewal per CPI South Region; and

b) Authorize the Chairman to sign the contracts; and

c) Authorize the County Administrator to approve renewal options.

Budgeted Action:

No action needed. Funding for this pre-awarded hurricane expense is being provided through the County’s general revenues and collected in the hurricane fund. There is an anticipated reimbursement of 75% from the Federal Emergency Management Agency, with a Florida Department of Emergency Management reimbursement of 12.5%, and a local match of 12.5%.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

This proposal is requesting the services from experienced and qualified Contractor(s) to assist Charlotte County for emergency removal of roadway debris clearance, debris removal and disposal, and other emergency resources and services that can be readily activated in the event of a disaster.

 

Fourteen (14) proposals were received and evaluated by the Professional Services Committee consisting of Karly Greene, Maintenance and Operations Manager - Public Works, Patrick Fuller, Director - Emergency Management, and Lonne Moore, Projects Manager - Community Services. Copies of the proposals are attached, along with the breakdown.
