recommendation
Recommended Action:
a) Approve the following grant amendments from the Federal Emergency Management Agency through Florida Division of Emergency Management;
1. Family Services Generator in the amount of $410,546.70
2. Centennial Park Recreation Center Generator in the amount of $417,115.80; and
b) Approve Resolution for budget adjustment BA27-265 effective October 1, 2026, in the amount of $70,986; and
c) Approve amending Capital Improvement Project “Emergency Mgt Generators - FY23 HM Grant Program” effective October 1, 2026; and
d) Authorize Chairman, or designee, to sign Resolution, grant agreement, and grant related documents.

Budgeted Action:
Approve budget adjustment BA27-265 effective October 1, 2026, in the amount of $70,986 and amendment of Capital Improvement Project “Emergency Mgt Generators - FY23 Hazard Mitigation Grant Program” Funding for this expenditure will be provided by the Florida Division of Emergency Management in the amount of $827,662.50. The local share of $91,962.50 will be funded by Capital Projects, ad valorem.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The Family Services Center and Centennial Park Recreation Center were identified as facilities capable of supporting a variety of emergency and disaster response operations, including Points of Distribution, Cooling or Charging Centers, Severe Weather Shelters, Post-Storm Shelters, Disaster Recovery Centers, EMRIC operations, and other emergency operational needs. Under Hazard Mitigation Grant Program funding associated with Disaster DR4486, both projects provide for the installation of automatic transfer switches and permanent generators to enhance the facilities' ability to maintain essential operations during power outages and disaster events as well as ensure they are operational immediately post storm to provide services to the community. The generators will be equipped with enclosures designed to provide protection established by the current effective Florida Building Code. The requested amendments include budget adjustments, increases in funding, and extensions to the Period of Performance to allow for completion of the approved mitigation improvements.
