a) Approve Resolution repealing Resolution 2023-030 and adopting the revised and amended fees for use of facilities and services under the Community Services Department, including new fees for the Port Charlotte Beach Recreation Center; and

b) Authorize the Chairman to sign the Resolution.

Background:

Resolution 2023-030 authorizes the fee schedule for the Community Services Department. The fee schedule is reviewed annually. Any changes to existing fees not exceeding 10% may be approved by the County Administrator. Any new fees, elimination of fees, or fee increases exceeding 10% require approval by the Board of County Commissioners.

 

The new event facility at Port Charlotte Beach Park is expected to reach substantial completion at the end of this year, and ready for operations early spring of 2027. The facility provides an updated public venue for community events, private rentals, meetings, celebrations, and other approved uses. With the addition of this new facility, an updated fee schedule is recommended to reflect the enhanced amenities, operational requirements, staffing considerations, and market conditions for comparable rental facilities in the region.

 

Staff reviewed rental rates and fee structures from similar facilities in the region, including the Charlotte Harbor Event and Conference Center, to develop a proposed fee schedule that is competitive, appropriate for the facility, and consistent with the County’s approach to public facility rentals. The proposed fees are intended to help offset costs associated with facility operations, maintenance, utilities, cleaning, staffing, and general wear and tear while maintaining reasonable public access to the facility.

 

The Parks & Recreation Advisory Board voted unanimously to recommend the Board of County Commissioners consider adoption of the updated fee schedule for the Port Charlotte Beach Park event facility.
