BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

The Charlotte HOME Review Committee and Affordable Housing Advisory Committee (AHAC) recommend denial of the Charlotte HOME applications from Guardian Angels Ministries.

 

Guardian Angels Ministries - Five (5) surplus parcels requested for donation, Expedited Permitting, Impact Fee waiver, Utility Connection fees, LGAO Local Government Contribution, Environmental fees, DRI fees, and SHIP/HHR funding:

14338 Rice Ave.;

14348 Rice Ave.;

26349 Deer Rd.;

18087 Garth Ave.; and

26165 Scham Rd. 

 

On 02.23.2026, the Charlotte HOME Review Committee held an open, public meeting to review and score applications from Guardian Angels Ministries for Affordable Housing incentives, subsidies, and funding. Cumulative score = 5 points for each application. The applicant did not demonstrate having met the definition of *Subsidized Single-Family Ownership, thus did not meet the Tier I threshold for Charlotte HOME eligibility.  Recommend denial.

 

On 02.24.2026, the Affordable Housing Advisory Committee (AHAC) reviewed and approved the Charlotte HOME Review Committee recommendation, as presented, by unanimous vote. The AHAC requests BOCC adoption of the recommendation to deny.

 

*Subsidized Single-Family Ownership refers to a single-family home developed by a Not-for-Profit Housing Developer or Community Land Trust (CLT) in which at least two (2) of the following criteria are met:

1.                     The housing unit has a guaranteed and quantifiable subsidy attached to it that offsets the costs associated with development, thereby enabling the unit to be maintained as affordable to the end user throughout the entire term of the loan or agreement; or

2.                     Not-for-Profit Developer/CLT holds a ground lease; or

3.                     Not-for-Profit Developer/CLT is also the primary mortgage holder; or

4.                     Not-for-Profit Developer/CLT holds a second “shared equity” mortgage preventing the homeowner from “flipping” the property and cashing out, thus ensuring the continued affordability of the home for a specified term.

 

Provided for review and consideration are Res. 2023-181 (surplus properties for affordable housing), and applications and cumulative scoring matrices for Guardian Angels Ministries.
