Recommended Action:

a) Approve a grant agreement from the Federal Emergency Management Agency through Florida Division of Emergency Management in the amount of $3,597,823.91 for the Public Works Saferoom; and

b) Approve Resolution for budget adjustment BA26-253 in the amount of $4,954,967; and

c) Approve amending Capital Improvement Project “Mid County Operations Facility - Public Works (Incl HMPG-4673 Saferoom)” to advance $4,730,103 to FY26; and

d) Authorize Chairman, or designee, to sign Resolution, grant agreement, and grant related documents.

Budgeted Action:

No action needed. Approve budget adjustment BA26-253 in the amount of $4,954,967 for design and sub-recipient management costs and amendment of Capital Improvement Project “Mid County Operations Facility - Public Works (Incl HMPG-4673 Saferoom)” in the amount of $4,730,103 to accelerate the project for design. Funding for this expenditure will come from County reserves and will be reimbursed by Florida Division of Emergency Management in the amount of $4,730,102.00. Sub-Recipient Management Cost in the amount of $224,863.99 are 100% reimbursable. The local share of $1,357,142.08 is anticipated to be reimbursed by Florida Commerce Hazard Mitigation Grant Management Program.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

The community saferoom project at Public Works Saferoom in Charlotte County, Florida will provide essential protection to residents and visitors during severe weather events, particularly in the immediate onset and aftermath of hurricanes. The proposed Public Works Saferoom is consistent with other planned improvements of the park within the County's master plan, specifically with a community center on the site. Grant will help to build resiliency, mitigate future damages, and protect the environment and citizens.
