Background (Why is this Action Necessary, and What Action will be accomplished)
body
Background:
The applicant, Benderson Development Company, LLC, is requesting a rezoning from Planned Development (PD) to PD. The main purpose of this rezoning is to remove the approved marina uses, adjust the development pattern to move commercial and mixed uses from East Village to North Village, and to update development standards. The applicant is also requesting to adopt the proposed General PD Concept Plan in order to allow for a mixed-use development.
The subject property is generally located north of the Peace River, south of Madras Court and Mauritania Road, east of Danforth Drive, and west of Discovery Drive, in the Port Charlotte area. It contains a total of 653± acres.
The majority of the subject property is designated as DRI Mixed Use on the 2030 Future Land Use Map, and a small area located at the southwest of I-75 is designated as Preservation. The proposed revisions to the existing PD conditions and PD Concept Plan still allow for a mixture of residential, commercial, office, hotel, and mixed uses as well as approximately 165.34 acres of land that will be preserved in perpetuity. The proposed changes will not increase the maximum residential dwelling units or the maximum square footage of commercial and office uses, including 350 hotel rooms, and the development will not reduce the required approximately 226.55 acres of open space and the established Preservation Area. The uses are consistent with the vision established for this area and the intent of the Economic Center identified in the County’s Comprehensive Plan.
The requested PD rezoning allows the County to place sufficient conditions to minimize adverse impacts on neighboring property owners and future residents within the development. The proposed PD rezoning is also required to be consistent with the proposed revisions to the Harborview DRI DO.
On May 13, 2024, the Planning and Zoning Board recommended approval with conditions “a” through “ff”.
What Action will be accomplished?
If the Board of County Commissioners approves this application with conditions “a” through “ff”, it will allow for a mixture of commercial and residential development up to 3,859 dwelling units, 655,000 square feet of commercial uses, 50,000 square feet of office uses and 350 hotel rooms on the subject property.
