Background (Why is this Action Necessary, and What Action will be accomplished)
body
Background:
The applicant and property owner, Hutton MF Cape Haze, LLC, is requesting a rezoning to Planned Development (PD) to allow for multi-family development of up to 135 units. The subject property is generally located northeast of Placida Road and southwest of Cape Haze Drive, in the Placida area, within the West County area and Commission District III, containing approximately 9 acres. The applicant is also requesting to adopt a “General PD Concept Plan”.
The subject property is designated High Density Residential (HDR) on the 2030 Future Land Use Map (FLUM), which allows for residential development up to 15 units per acres. The proposed change is consistent with this HDR FLUM category.
The proposed PD rezoning requires:
• A 25-foot PD setback.
• The onsite wetland will be preserved in perpetuity via the proposed Habitat Management Plan.
• Enhanced landscaping and buffer is required for this development, specifically, a Type B buffer is required along the eastern, northern, and southern property boundaries, and a Type A buffer is required along the western property boundary.
Therefore, it is staff’s professional opinion that the proposed development is generally consistent with the County’s Comprehensive Plan.
On February 9, 2026, the Planning and Zoning Board recommended approval of this PD rezoning with conditions a through r, by a 4-1 vote.
What Action will be accomplished?
If the Board of County Commissioners approves this PD rezoning, it will allow for residential development of up to 135 units on the property.
