REQUESTED MOTION/ACTION

Recommended Action:

a) Accept agreement between Community Development Block Grant Disaster Recovery Hazard Mitigation Grant Match Program and Charlotte County in the amount of $2,434,617.40 for reimbursement of Special Needs Saferoom Project Grant match; and

b) Authorize the Chairman to sign the grant agreement and related documents; and

c) Approve amending the Capital Improvement Project “Special Needs Saferoom” to recognize grant funding; and

d) Approve Resolution authorizing the County Administrator, or his/her designee, to sign certain Community Development Block Grant Applications; and

e) Authorize the Chairman to sign the Resolution.

Budgeted Action:

No action needed. A Quarter 1 budget adjustment will be brought to the Board for approval. Grant funding will be provided by the Florida Department of Emergency Management in the amount of $6,036,241.50.  Matching funds in the amount of $2,012,080.50 will be provided by Community Development Block Grant Disaster Recovery Hazard Mitigation Grant Match Program. Sub-recipient management costs of $422,536.90 are 100% reimbursable. The Capital Improvement Project amendment recognizes Task 3 grant funding for engineering.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County has been awarded $2,434,617.40 in CDBG-DR funding to provide the local match for the Special Needs Safe Room project, which previously received an HMGP grant award (H117/ 4673-223-R). This project will establish a County-owned, purpose-built Special Needs Shelter that will provide safe refuge during hurricanes and other serve weather events for residents requiring medical support and other accommodations.

 

Resolution 2025-253 authorizes the County Administrator, or his/her designee, to execute certain grant applications related to CDBG-DR and CDBG-MIT funding in response to Hurricanes Debbie, Idalia, Helene, and Milton.  The proposed Resolution adds Hurricane Ian to the list of storms for which the delegated authority applies.
