Recommended Action:
a) Approval and acceptance of Grant Award 446340-1-58-01 and 446340-1-68-01, and corresponding Resolution; and
b) Approve Resolution for budget adjustment BA25-158 in the amount of $3,021,105; and
c) Approve new Capital Improvement Project “El Jobean Road (SR 776) at Flamingo Blvd with a total budget of $3,021,105”; and
d) Authorize the Chairman, or his designee, to execute the attached grant agreement and Resolution.

Budgeted Action:
Approve budget adjustment BA25-158 in the amount of $3,021,105 adding a new Capital Improvement Project “El Jobean Road (SR 776) at Flamingo Blvd.” Allowable grant expenses will be reimbursed by the Florida Department of Transportation (FDOT). There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
State Road 776 at Flamingo Blvd is a heavily traveled intersection in West Charlotte County. The funding provided by this grant will support the construction and construction engineering inspection (CEI) of critical intersection improvements and modifications at this location, which include the addition of turn lanes, a traffic signal mast arm, and a box culvert extension. This project has been a consistent priority in previous Florida Department of Transportation (FDOT) Five Year Work Programs. We will receive $2,377,582.00 from FDOT for Construction and $643,523.00 for CEI services with no matching local funds necessary.
This project aligns with the MPO/TPO Long Range Transportation Plan’s Goal #5, which focuses on enhancing safety and security for all users. The planned improvements aim to reduce the rate, frequency, and severity of crashes in this area, which is located in Western Charlotte County-an area that has seen six or more crashes annually. Additionally, this project supports the goals outlined in the MPO/TPO Long Range Transportation Plan, specifically those in Chapter 6 on “Congestion Management.”
The intersection upgrades are expected to not only alleviate congestion but also enhance traffic flow, improve safety, and reduce traffic-related crashes. This location is part of the FDOT 776 Corridor study completed in 2021, where it was ranked as the top priority for intersection improvements.
