Recommended Action:
Approve Change Order 4, Request for Bid #24-558, Ackerman Water Quality Improvements - Zones 3, 4, and LPS, in the amount of $294,200 along with the addition of 206 calendar days which was awarded to Forsberg Construction of Punta Gorda, Florida. This change is for additional subsurface utility locating services.

Budgeted Action:
No action needed. Budgeted in the Capital Improvement Project “Ackerman Septic to Sewer and Water Expansion” as approved in the FY26 budget process. Funding will be supplied from the Ackerman MSBU Fund through Ackerman Sewer MSBU assessments and Base Rates.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Utilities Is requesting approval of Change Order 4 lo Contract #24-558, Ackerman Zones 3 & 4 & LPS for additional subsurface utility locating services in the amount of $294,200.
After the design plans were completed and the project was bid, third-party utility providers performing work under County-Issued right-of-way permits installed additional underground infrastructure within the project corridor. As a result, utilities now exist in locations that were not reflected in the original contract documents. To safely Identify and avoid conflicts with these newly installed underground facilities, additional subsurface utility locating services are required throughout Zones 3, 4, and the Low-Pressure Sewer (LPS) area.
$36,822,222.15 Original Contract Amount with 750 calendar day for completion
$ 123,689.80 Administrative Change Order #1 with an additional 71 calendar days
$ 123,600.00 Administrative Change Order #2 with an additional 30 calendar days
$ 88,200.00 Administrative Change Order #3 with an additional 33 calendar days
$ 294,200.00 This Change Order #4 with an additional 206 calendar days
$37,451,911.95 Revised Contract amount with a total of 1,090 calendar days for completion with a new completion date of February 13, 2028.
This change order also requests a 206-calendar day contract time extension due to the additional field Investigation, coordination, and construction impacts associated with locating and working around previously unknown underground utilities.
