body
Background:
Taylor Morrison of Florida, Inc. is requesting Final Plat approval for an application, FP-22-03-09 Starling - Phase 1, consisting of 388 single-family lots and 47 tracts for roadway, a lake, open space, and future development. The proposed subdivision is the first phase of a residential development to consist of three phases, and which received Preliminary Plat approval from the Board under PP-22-03-09 on October 11, 2022.
The subject site has a zoning designation of Planned Development (PD) via Ordinance Number 2021-036 to allow for a residential development up to 1,440 dwelling units. On April 26, 2022, the Board approved Resolution Number 2022-049 to transfer 384 units on the property, which allows for a total of 413 dwelling units to be built on the property.
The proposed subdivision is associated with DRC application, DRC-22-00193 Starling Phase 1 - PD Final Detail Plan, which was approved on May 22, 2023. Resolution Number 2023-114, which granted PD Final Detail Site Plan approval for DRC-22-00193, for 388 single-family units, which is consistent with the number of single-family lots proposed with this subdivision. On May 31, 2024, a Minor Modification to the approved DRC-22-00193 to revise the southern property boundary to be relocated north of the previously approved boundary was approved under DRC-24-093.
On March 26, 2024, Ordinance Number 2024-007 was adopted to establish the Starling Community Development District (CDD).
A traffic improvement agreement has been drafted to address the PD Final Detail Site Plan requirement that the Developer shall install, at its expense, a traffic signal on Burnt Store Road at the main residential entrance to the development.
It is staff’s professional opinion that the proposed Final Plat is generally consistent with Charlotte County’s Comprehensive Plan, Charlotte County's Code of Laws and Ordinances and other applicable guidelines.
What Action will be accomplished?
If approved, the applicant will be able to convey lots after the recording of the Final Plat.
