b) Authorize the Chairman to sign Amendment 1.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
On October 8, 2024, the Board approved this Request for Proposals to secure the services of a consultant to perform a Risk and Resilience Assessment and Emergency Response Plan Update for the Utilities Department in compliance with the 2018 America’s Water Infrastructure Act. It also required the consultant to develop emergency operation and response plans for the County’s wastewater collection system.
A one-year extension is being requested, at no additional cost, to accommodate two primary tasks - the completion of the Charlotte County Utilities cyber incident response plan (CIRP) and the table-top emergency response plan (ERP) training exercise.
For the CIRP, we’d like to capture the latest federal-lever cyber incident reporting requirements specified under the final rule of the Critical Infrastructure Act of 2022 which was delayed from its expected deadline of May 2026.
The purpose of the ERP will be to train staff and practice the steps outlined in the CIRP and therefore must be conducted after the CIRP is updated and finalized.
Therefore, it is requested that the Board approve Amendment 1 to Contract #24-464, Risk and Resilience Assessment and Emergency Response Plan Update, with A2O Consulting LLC of Brandon, Florida, for a one-year extension of the contract at no additional cost
