Recommended Action:
a) Request Change Order #1 to approve the Sole Source File #25-264, Interactive Growth Model Annual awarded to Metro Forecasting Models, located in Bonita Springs, Florida. This change will increase the annual amount from a not-to-exceed of $170,000 to not-to-exceed of $355,000; and
b) Authorize the County Administrator, or his designee, to approve renewal options for up to two (2) additional one (1) year periods at the same prices, terms and conditions, by mutual consent for a not-to-exceed amount of $200,000 annually.

No action needed. Budgeted in the General Fund and the Utilities Maintenance and Operations Fund - BCC Control and Utilities Operations Budget - as approved in the FY 2026 budget process. Funding for the expenditure comes from Ad Valorem and User Fees.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The request for the Interactive Growth Model will be utilized by departments within Charlotte County under a blanket of approval and purchase orders will be issued on an as needed basis. The key steps in the development model includes population forecast, studies/reports, and updates to the Charlotte County Interactive Growth Model.
The annual contract, initially approved by County Administrator on 2/4/2025, is set for not-to-exceed amount of $170,000. However, it is requested that the annual contract limit be increased to a not-to-exceed $355,000 for this fiscal year. The contract terms will be through and including September 30, 2026, with options for renewal up to two (2) additional one (1) year periods at the same prices, terms and condition, by mutual consent. The future annual renewal amount will be established at a not-to-exceed of $200,000.
Attached are two (2) of the current work task orders related to the request for the additional funds for this fiscal year. One is for the Charlotte County Utilities Connection and Population Scope and the other is for Community Development update to the Interactive Growth Model Ver 3.
Therefore, it is in the best interest of the County to approve Change Order #1, Sole Source File #25-264, Interactive Growth Model awarded to Metro Forecasting Models, located in Bonita Springs, Florida. This change will increase the annual amount from a not-to-exceed of $170,000 to not-to-exceed of $355,000 and authorize the County Administrator, or his designee, to approve renewal options for up to two (2) additional one (1) year periods at the same prices, terms and conditions, by mutual consent for a not-to-exceed amount of $200,000 annually.
