Recommended Action:

a) Authorize the Hurricane Housing Recovery (HHR) Non-Profit, Low-Income, Special Needs Rental rehabilitation loan for Stillwater House in the amount of $450,000.00; and

b) Authorize the HHR Multi-Family New Construction/Rehabilitation loan for Stillwater House in the amount of $400,000.00.

Budgeted Action:

No action needed. Budgeted in the FY2025 Hurricane Housing Recovery Fund. There is no local match required. Funding for the expenditures will come from the Hurricane Housing Recovery Program.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Community Assisted and Supported Living (CASL) has requested additional funding in support of the renovation of Stillwater House, located at 21350 Stillwater Dr., donated to them in the 2020 Disposition of County Surplus Properties process. The property is being converted from 10+ single room occupancy units, with shared living into nine (9) 1-bedroom apartments. Stillwater House received significant hurricane damage and related repairs are covered. These renovations are to reconfigure a challenging floor plan not conducive to private, independent, affordable living for special needs residents.

 

Six Hundred Seventy Thousand Dollars ($670,000.00) in SHIP funding has already been committed, as has $43,267.00 in Charlotte HOME fee subsidies. CASL has applied for a CoC Builds loan through HUD, however, they report that the likelihood of funding is minimal. They are requesting an additional $850,000.00 in HHR funds to cover the funding gap. 

 

Funds are to be awarded via the Non-Profit, Low-Income, Special Needs Rental rehabilitation strategy (which offers $50,000.00 per unit when HHR funds are awarded) and the Multi-Family New Construction/Rehabilitation strategy.

 

All loan documents (Mortgage, Note, and LURA) shall be prepared by the County Attorney’s Office and executed by the County Administrator or his designee pursuant to Resolution 2023-096.

 

Provided for Board reference are: a letter of request for additional funding and justification; an updated pro forma; updated budget (Sources and Uses); before and after photos/renderings; the Local Housing Assistance Plan (LHAP) Non-Profit, Low-Income, Special Needs Rental strategy and Multi-Family New Construction/Rehabilitation strategy; and Resolution 2023-096.
