Recommended Action:
Approve award of Waiver of Bid Procedures #26-373, Burnt Store PowerFlex Variable Frequency Drives Upgrade Project, to Rexel USA, Inc. of Tampa, Florida for the total amount of $442,896. This project will replace fifteen (15) existing PowerFlex 700 Variable Frequency Drives (VFDs), which lack the efficiency of newer technologies and will soon become obsolete.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The purpose of this contract is to engage Rexel USA, the County’s local distributor for Rockwell Automation products and services, to complete a modernization project in coordination with Rockwell Automation. This project will replace fifteen (15) existing PowerFlex 700 Variable Frequency Drives (VFDs), which lack the efficiency of newer technologies and will soon become obsolete.
The existing VFDs will be replaced with current-generation PowerFlex 755 VFDs, which provide enhanced performance, improved diagnostics, and continued manufacturer support. This upgrade will mitigate risks associated with aging equipment, including increased maintenance costs, reduced availability of replacement parts, and potential unplanned downtime. Transitioning to the PowerFlex 755 platform will ensure compatibility with current equipment lifecycles, increase operational efficiency, and sustain reliability and supportability.
Rexel USA, Inc. is the sole authorized distributor for Rockwell Automation’s proprietary equipment, software, and services within our geographic region. Per Rockwell Automation’s corporate policy, all product sales, technical support, repairs, upgrades, and installation services must be performed exclusively through their designated local authorized distributor. As such, no other vendors are permitted to supply or service Rockwell Automation equipment in this area.
Therefore, it is determined to be in the best interest of the County to award this contract to Rexel USA, Inc. of Tampa, Florida, and to proceed with this critical infrastructure modernization effort at the Burnt Store Wastewater Reclamation Facility for the total cost of $442,896.
