Recommended Action:
a) Approve award of Request for Bid #26-549, Gasoline/Diesel Fuel, Supply & Deliver - Annual Contract, to the lowest responsive, responsible bidders for Group A: Tank Wagon Lots to Campbell Oil Company of Elizabethtown, North Carolina, and Group B: Transport Lots to Pro Energy LLC of Medley, Florida, at the firm differential prices bid, for an initial contract term beginning October 1, 2026, through and including September 30, 2027; and
b) Authorize the County Administrator, or his designee, to approve renewal options for up to two (2) additional one-year terms at the same prices, terms and conditions, by mutual consent.

Budgeted Action:
No action needed. Fuel purchases will be funded by the Fleet Management Fund, and then will be charged back to the departments as proposed during the FY2027 budget process.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is an annual contract to supply and deliver gasoline and diesel fuel to various Charlotte County fueling facilities. Tank Wagon deliveries are defined as deliveries of 2,500 gallons or less, while Transport deliveries are defined as deliveries of 2,500 to 7,500 gallons, depending on the fuel type.
The bid specifications state the award will be made to the lowest responsive, responsible bidder submitting the lowest firm differential, either in whole, in part, or by group. The firm differential represents the bidder's overhead and delivery cost per gallon and is added to the published market price to establish the net delivered price per gallon. The published market price is based on the published daily OPIS (Oil Price Information Service) average price for the Tampa, Florida market, which is the service market area for Charlotte County.
Therefore, award of Request for Bid #26-549, Gasoline/Diesel Fuel, Supply & Deliver - Annual Contract, is recommended to Group A: Tank Wagon Lots - Campbell Oil Company of Elizabethtown, North Carolina, and Group B: Transport Lots - Pro Energy LLC of Medley, Florida, at the firm differential prices submitted, for the period beginning October 1, 2026, through and including September 30, 2027, with the option to renew for two (2) additional one-year terms at the same prices, terms and conditions, by mutual consent.
