Recommended Action:
a) Approve ranking of firms for Request for Proposal #26-180, Design-Cape Haze Pioneer Sun Trail Pathway: 1st Kimley-Horn & Associates of Sarasota, Florida; 2nd Burgess & Niple Inc. of Tampa, Florida; 3rd Apex Companies of Port Charlotte, Florida; and
b) Approve start of negotiations; and
c) Authorize the Chairman to sign the Contract after completion of negotiations, if contract does not exceed the amount of $3,464,340.

Budgeted Action:
No action needed. Budgeted in the Capital Improvement Projects “SUN Trail - Cape Haze Pioneer Trail US41-Gillott Blvd” and “SUN Trail - Cape Haze Pioneer Trail Gillott-Myakka State Forest” as approved in the FY26 budget process. Grant funding will be provided by the Florida Department of Transportation. There is no local match required.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Charlotte County is seeking qualified firms to provide professional design of construction ready plans to be incorporated into the County’s bid documents and all applicable Federal, State, and Local permitting and construction oversight services for the Cape Haze Pioneer Sun Trail Pathway, which consists of Segment 1 along SR776 from US 41 to Gillot Boulevard and Segment 2 from Gillot Boulevard, within the SR776 right-of-way intersection to the Myakka State Forest. This is a FDOT Shared-Use Nonmotorized (SUN) Trail Network Program Project.
Four (4) proposals were received and evaluated by the Professional Services Committee consisting of Kelly Slaughter, Projects Manager- Public Works Engineering; Jody Mansell, Superintendent- Public Works Lighting; Lacey Solomon, Projects Manager- Community Services.
Copies of the proposals received are attached along with the breakdown of the ranking.
