Background:
Staff, on behalf of the Charlotte County Board of County Commissioners (Board), is requesting to certify a Sending Zone from the subject property to sever two density units; and staff is currently seeking to amend the Charlotte County FLUM Series Map #1: 2030 Future Land Use from Low Density Residential (LDR) to Parks and Recreation (PKR); and to amend the Charlotte County Zoning Atlas from Residential Single-family 5 (RSF-5) to Parks and Recreation (PKR).
The subject property is located at 3100 Hickory Court, in the Punta Gorda area and in the South County area, containing 0.42± acres. The property contains the County’s Allapatchee Shores park. The subject property is located inside the Urban Service Area and is part of Maturing Neighborhood on the 2050 Framework Map. The site is located inside Category 1 Storm Surge zone of the Coastal High Hazard Area. The building permits were issued in 2016, 2020, and 2022. Therefore, the subject property is qualified as a SZ because a building permit was issued subsequent to December 3, 2007
It is staff’s professional opinion that the request to certify two units of transferrable density is consistent with the County’s Comprehensive Plan, the intent and criteria for the County’s Transfer of Density Units program, Charlotte County’s Code of Laws and Ordinances, and other applicable guidelines.
On August 11, 2025, the Planning and Zoning Board recommended approval of this CSZ application.
What Action will be accomplished?
If the Board of County Commissioners approves this petition, two density units will be severed from the subject property.
