REQUESTED MOTION/ACTION

Recommended Action:
a) Approve Amendment 6 to Contract #11-079, Fixed Base Automatic Meter Reading (AMR) System, with Mueller Systems, LLC of Cleveland, North Carolina, extending the contract, through and including September 30, 2027, and revising the unit pricing schedule; and
b) Authorize the Chairman to sign Amendment 6.

No action needed. Budgeted in the Utilities Operations and Maintenance Fund - Operations budget as approved in the FY2027 budget process. Funding for this expenditure comes from rate revenues.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
This is a Fixed Base Automatic Meter Reading System (AMR) providing AMR service to all of Charlotte County Utilities service areas/customers originally approved by the Board of County Commissioners on May 24, 2011.
Amendment 1 was in accordance with Article 12.3 of the contract which provided for labor and services necessary to facilitate an accelerated deployment of the AMR System.
Amendment 2 was due to Federal funding requirements from FDEP which stated “Supplementary Conditions for Construction Procurement” must be incorporated int the current AMR project contract.
Amendment 3 was for the extension of the current contract through September 30, 2025, and amended the pricing schedule.
Amendment 4 was for updating the parts listing with new part numbers and contract extension, through and including September 30, 2026, with the same contract pricing.
Amendment 5 was for Mueller to 2,630 composite fitting rings and locking pins to be installed on the identified ME-8 registers on composite meters with no recorded flow as well as labor at no cost to the County, through January 1, 2028.
Amendment 6 is for the extension of the current contract through September 30, 2027. This time extension will give County sufficient time to perform a comprehensive analysis on the Utilities Advanced Metering Infrastructure (AMI) System. Also, the pricing schedule is being amended and will be firm through the end of the term of September 30, 2027.
