Recommended Action:
a) Approve Amendment #1 to Contract #23-440, Interactive Growth Model with Metro Forecasting Models, LLC of Bonita Springs, Florida in the amount of $51,400; and
b) Authorize the Chairman to sign Amendment #1 to the Contract for the amended services.

Budgeted Action:
No action needed. This amendment will be split between Library operating ($32,600) and the Community Services Capital Maintenance Plan ($18,800). Each funding source was approved in the FY24 budget process with the Capital Maintenance Plan supplied from Capital Projects ad valorem, and Library from General Fund ad valorem.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
On May 9, 2023, the Board approved a request for Community Development in the development and implementation of an Interactive Growth Model Ver. 3 to provide services with the assistance of County staff. Key steps in the development of the model include: accurate population forecast; disaggregate the political subdivision into zones; current inventory of development and demographics by zone; design and develop criteria and formulas for spatial distribution of development over time; buildout inventory of development by type and intensity and forecast of demographic by zone; design and develop sub models selected; data output by zone for 5-year increments; and graphic interpretation of results by County GIS staff under the direction and collaboration with the consultant.
This Amendment is for the addition of Community Services for the development and implementation of an Interactive Growth Model Ver 3 to provide services with the assistance of County staff. Key steps in the development of the model include: developing an open space model to determine standards and the needs of the population for developed open spaces (community and regional parks), the timing of facilities and their location as a function of population; develop a sub-model to determine the need, service area, and spatial distribution of libraries as a function of population.
Therefore request approval of Amendment #1 to Contract #23-440, Interactive Growth Model with Metro Forecasting Models, LLC of Bonita Springs, Florida in the amount of $51,400.
