REQUESTED MOTION/ACTION

Recommended Action:

a) Approve ranking of firms for Request for Proposal #25-526 Water Quality Sampling and Analysis- Annual Contract: 1st Environmental Science Associates Corporation, of San Francisco, California; 2nd Kimley-Horne and Associates, of Fort Myers, Florida; and 3rd Advanced Environmental Laboratories, of Jacksonville, Florida; and

b) Approve start of negotiations with the top ranked firm; and

c) Authorize the Chairman to sign the contract after completion of negotiations; and

d) Authorize the County Administrator to approve two annual one-year renewals.

No action need. Budgeted in General Fund Water Quality, Mid-Charlotte Stormwater MSBU, South Charlotte Stormwater MSBU, and West Charlotte Stormwater MSBU as proposed in the FY26 budget. Funding is supplied from various funds including General Fund Water Quality, Mid-Charlotte Stormwater MSBU Assessments, South Charlotte Stormwater MSBU Assessments, and West Charlotte Stormwater MSBU Assessments.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

This is an annual contract for the services of a firm to provide sample collection and analytical services for Charlotte County in support of its ambient water quality monitoring program. The term of the contract shall be from date contract is signed up to and including September 30, 2026, with option to renew for two (2) additional one-year terms.

Professional Services Committee consisting of: Brandon Moody, Water Quality Manager – Administration, Sandra Lavoie, Laboratory Manager – Utilities, and Sarah Hiscock, Water Quality Environmental Specialist – Utilities evaluated the five (5) proposals submitted. A breakdown of the ranking is attached along with copies of the top three firms.
