b) Authorize the Chairman to execute the Certification of the Annual Report.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Florida Housing Finance Corporation (FHFC) requires certification by the BCC of SHIP Annual Reports of expenditures and encumbrances within 90 days of the expenditure deadline. The expenditure deadline for SHIP FY22 funding was June 30, 2024. All FY22 funds were expended by the deadline. FY23 funds are fully encumbered. Expenditures have been reconciled with Budget and Administrative Services - Fiscal and the Gulf Coast Partnership (GCP), the subrecipient administering SHIP- Rapid Re-Housing (RRH) program. The Affordable Housing Advisory Committee (AHAC) approved the report and recommended BCC certification at its August 21, 2024 regular meeting.
