REQUESTED MOTION/ACTION
recommendation
Recommended Action:
a) Approve Sole Source of File #26-474, Ecolane Master Agreement Renewal, to Ecolane of Wayne, Pennsylvania at the total cost of $217,040.70, for the term of June 1, 2026, through and including May 31, 2027, with the option to renew for two (2) additional one (1) year terms, by mutual consent, at the same prices, terms and conditions; and
b) Authorize County Administrator, or his designee, to approve renewal options at the same prices, terms and conditions.

Budgeted Action:
No action needed. Budget for this item comes from savings in various account lines budgeted in the Transit Fund as approved in the FY2026 budget process. Grant funding for this capital expense will come from the Federal Transit Administration (FTA) Section 5307 Grant. Transportation Development Credits will be used as a "soft match", which allows the federal share to be reimbursed up to 100% as authorized by Chapter 53 of the Title 49 U.S.C.

Background:
Transit is requesting the renewal of the Ecolane Master Agreement for the period of 6/1/2026-5/31/2029. This is year one of three-year renewal term covering the licenses, and maintenance for Core System Software, text message arrival notification, Interactive Voice Response System, Feedback and Maintenance, Mobility, and EcoVision Camera System. These features enable customers to interact via text to book, confirm, manage or cancel their trip requests, while AI and Interactive Voice Response assist in reminding riders of their trip through an app. Ecovision Camera includes critical integrations that provide driver safety alerts, performance scorecard, live stream and historical video clips for claims review and safety monitoring.
