BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Peace River Community Housing Partners, Inc. (PORCH) was conveyed the vacant parcel at 6296 Scott St. Punta Gorda through the Charlotte Housing Opportunities Made Easier (HOME) Disposition of County Surplus Property process on September 29, 2020. Under development is a triplex rental reserved for households with income at or below 30% AMI with preference for veterans. The original Land Use Restriction Agreement (LURA) had a 36-month deadline for Certificate of Occupancy that was extended due to Hurricane Ian to March 6, 2025, via Amendment #1 executed on September 19, 2023. It was further extended to March 31, 2026, via Amendment 2 executed on March 25, 2025.   

 

While construction was on track to meet the March 2026 deadline, complications with the sewer extension and road repaving resulted in further delays outside of the control of PORCH. As the sewer extension project comes to a close, PORCH anticipates the ability to complete landscaping and utility connection and obtain C.O. within the coming weeks, at which point tenant recruitment and lease-up can be accomplished.

 

Staff recommend extension to December 31, 2026, to ensure project completion and satisfaction of this LURA requirement without risk of further delay and need of additional extension.
