BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
The 2020-2023 Local Housing Assistance Plan (LHAP) requires technical revisions to complete text amendments to align strategies across funding cycles and to amend provisions in the Demolition/Reconstruction strategy to facilitate the finalization of a project in conjunction with Habitat for Humanity. The proposed revisions will apply only to the Hurricane Housing Recovery (HHR) program, as these are the only remaining funds subject to this LHAP. The HHR FY23 expenditure deadline was extended to June 30, 2028.

A summary of the technical revisions:
* Purchase Assistance strategy - remove reference to 10% cap on down payment; DPA can be greater than 10%
* Owner-occupied Rehab strategy - correct the Moderate Income set aside; updated from 2 per funding year to "not to exceed 4% of allocation" in other LHAPs; missed in last tech revision
* Demolition/Reconstruction strategy - Additional Information section updated to update sales price/value restrictions and to allow for a land swap when necessary to ensure replaced home is located on a more suitable parcel. This revision is necessary, as the one (1) hurricane Ian Demo/Recon client being served by Habitat for Humanity has a currently owned home on a parcel in an area that is very low-lying, in a neighborhood that is not conducive to the family's needs.
