a) Approve Amendment 1 to Contract #25-641, Impact Fee Study with Alfred Benesch & Company of Tampa, Florida for additional study on potential effects of proposed property tax referendum in the amount of $14,765; and

b) Authorize the Chairman to sign Amendment 1.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

On November 12, 2025, the BCC approved the ranking and start of negotiations for an Impact Fee Study with Alfred Benesch & Company to assess and prepare an Impact Fee Study based on the current impact fee schedule adopted October 12, 2022, including transportation.

 

This scope amendment is for an additional study that enables the County’s ongoing Impact Fee Study to account for the potential ad valorem (Property Tax) referendum that may appear on a future ballot because changes to ad valorem revenue directly affect long-term capital funding capacity. The consultant will prepare a parallel scenario evaluating how the referendum, if approved, would influence impact fee calculations.
