Recommended Action:

a) Approve ranking of firms for Request for Proposal #26-453, Construction Manager at Risk - Public Works Landfill Maintenance Building: 1st: Tandem Construction, of Sarasota, Florida, 2nd: Florida Premier Contractors, LLC, of Punta Gorda, Florida, 3rd: Owen-Ames-Kimball Co, of Fort Myers, Florida; and

b) Approve start of negotiations; and

c) Authorize the Chairman to sign the contracts after completion of negotiations, if contract does not exceed the amount of $75,000.

Budgeted Action:

No action needed. Budgeted in the Capital Improvement project “SW Landfill Operations Building Zemel” as approved in the FY26 budget process. Funding is supplied by the Solid Waste Enterprise Fund, landfill fees.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County is requesting proposals from qualified firms to provide professional Construction Manager at Risk services as part of a design and construction team, which includes various design and engineering consultants, stakeholders, and County staff.

Twelve (12) proposals were received and evaluated by the Professional Services Committee consisting of Scott Brouillard, Projects Manager- Facilities Management, Richard Allen, Solid Waste Operations Manager - Public Works, and Jeff Proffitt, Pest Management Operations - Public Works. Copies of the proposals received are attached along with the breakdown of the ranking.
