Recommended Action:

a) Approve the ranking of firms for Request for Proposal #25-363, Consultant to Redesign Intranet: 1st AgreeYa Solutions, Inc. of Folsom, California; 2nd vTech Solutions, Inc. of Washington DC; and 3rd American Technology Consulting, LLC of Wes Des Moines, Iowa; and

b) Approve start of negotiations; and

c) Authorize the Chairman to sign the contract after completion of negotiations.

This is for a consultant to redesign the County’s intranet.

Budgeted Action:

No action needed. Budget for this item comes from savings in various account lines budgeted in the General Fund- Information Technology Operations budget as approved in the FY2025 budget process. Funding for the expenditure comes from ad valorem.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background: 

Charlotte County has requested proposals from qualified firms to provide the professional services necessary to initiate a strategic project to redesign its Connect@Work employee intranet to create a more effective, user-friendly, and centralized digital workplace. The primary objective is to develop a modern, responsive intranet platform that serves as both a communication hub and service delivery portal for County departments, managers, and employees.

Five proposals were received and evaluated by the Professional Services Committee consisting of Gordon Burger, Budget and Administrative Services Director; Dennis Woodruff, Information Services Manager - IT Division, Budget and Administrative Services; and Caroline Wannall, Internal Communications Manager - Communications. Copies of the top three proposals are attached, along with a breakdown of the ranking.
