Recommended Action:
a) Approve the Non-Profit funding agreement for Charlotte Behavioral Health Care, Inc. (CBHC) in the amount of $2,148,361; and
b) Approve the Low-Income Pool (LIP) Letter of Agreement: and
c) Authorize the Chairman to sign the grant funding agreement; and
d) Authorize the County Administrator to sign documents associated with the approved
agreement.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
Each budget cycle, the Board awards financial support to Non-Profit agencies through an application and review process. The contract period for funding will be October 1, 2026, through September 30, 2027. Due to CBHC state categorization as a Certified Central Receiving Facility, and recent state funding, CBHC now qualifies for Low Income Pool (LIP) funding for costs of uncompensated charity care. Attached is a letter from CBHC requesting that a portion of their existing BCC funding ($1,473,426.) be sent to AHCA so that a federal match would be applied. Essentially, the dollars the county has already been providing to CBHC pursuant to this grant agreement will be matched by federal dollars, thereby enhancing CBHC’s Community Crisis Services. Also, attached is a LIP Letter of Agreement between AHCA and the county on behalf of CBHC outlining the specifics of the intergovernmental transfer of funds ensuring there is no additional expense to the county beyond the original grant agreement.
