Background:

In 2003, President George W. Bush issued Presidential Policy Directive 8 (PPD-8), which established a national framework for preparedness and identified Public Works as a component of the nation’s emergency response system. Public Works functions provide critical operational support during emergencies, including maintaining access routes, managing debris, supporting infrastructure systems, and enabling police, fire, and emergency medical services to carry out their response activities. This resolution recognizes Charlotte County Public Works employees as first responders, consistent with the role described in PPD-8 and their function in supporting emergency response and recovery operations.
