Recommended Action:
a) Approve Second Amended Interlocal Agreement between Peace River Manasota Regional Water Supply Authority (Authority) and Charlotte County for the Regional Integrated Loop System Phase 2B Interconnect; and
b) Authorize the Chairman to sign the Second Amended Interlocal Agreement.

Budgeted Action:
No action needed. Budgeted in the Capital Improvement Project “Water Main along Hillsborough for Water Authority 2B project” as approved in the FY26 budget process. Funding is supplied from the Utility Water Connection Fee Fund.

BACKGROUND (Why is this Action Necessary, and What Action will be accomplished)

Background:
On March 22, 2022, the BCC approved the original Interlocal Agreement for the Regional Integrated Loop System Phase 2B Interconnect between the Authority and Charlotte County, executed April 6, 2022.
The First Amendment was approved on December 12, 2023, to address project construction and establish costs based on a preliminary design estimate.
The Second Amendment is required following Board approval of CIP 23-0019 Segment 3, which includes replacement of an existing 12-inch AC potable water main with a new 16-inch PVC water main to be constructed concurrently with the Authority’s Phase 2B Interconnect project. The Second Amendment to the Interlocal Agreement allows Charlotte County to include additional utility improvements that are parallel to Segment 3 of the project which terminates at the Gulf Cove Booster Station.
